Is it normal to dislike only being partially wet?

Ever since I was a kid, I have always enjoyed swimming or running through sprinklers, however I have never liked being partially wet. This mostly applies when I wash my hands and there aren't paper towels or when I get half way into the shower and hear the phone ringing. Having this happen just put a damper on the rest of the day.
