Most of my friends that have been to France said it's awful. They pretend to not speak English until you turn your back, they don't follow the queue, and their indoor plumbing is (or was) still in it's developing stages. My professor that traveled there said that everything he heard about how rude to Americans the French are was completely true until he started wearing a backpack with a Canadian flag on it. He then made many friends.
So I'd say normal. I have no personal experience with the country myself and have no idea if any of what they say is still true but I have a temper and it's just too risky for me =/

There were also exceptions from this attitude. They seemed so untypical to me after what I had experienced that I almost did not believe it... But even people who speak French fluently told me that a non-French accent is enough to create a cold atmosphere.
