Good that you've now told her you're not going to proceed, even though I'm sure her tears and upset are genuine. Someone she believes she loves has rejected her, and that always hurts, even when the love is based on some idealized version of you that exists only in her head.
I'm with RoseIsabella: this girl (and I mean GIRL) is very immature. In an older person, her "falling in love" with you based on a picture would be a sign of craziness. With her, she's (hopefully) still trying to work out who she is, how the world works and how she should deal with people. So I find that more understandable.
If you were a less-decent human being, you obviously could have taken advantage of her immaturity and left her even sadder and more messed up than she is right now. Kudos to you for behaving like a responsible, caring adult.
