Well, it all depends on your definition of "normal" really. It's rather normal to cut, moreso normal for one to cut in places in which the cuts will not be seen. However, to cut the area known as the "pubis mons" is a little bit of a deviation from normalcy and is generally rooted to some sort of sexual abuse or mistreatment. If that's the case, I do recommend finding someone to talk with about these instances, both the cutting and the abuse. If you just do it because you like to cut, because of the way cutting that particular location feels, as it can feel sexually or otherwise pleasing, or simply because it's out of sight due to the clothes you wear, than it's rather normal and, so long as you're using clean blades and keeping the wound clean, I see no real problem.
