He's either jealous of their good looks or he is insecure about his masculinity and picks on "handsome" guys to try and prove himself superior to others (maybe he is trying to impress you).
Traumatic experiences/ a bad childhood tend to turn people into bullies and if you are good friends with him you should try and talk to him about why he acts like the way he does.
Either way, bullying people is extremely childish and if you are already adults and talking to him doesn't work, you stop hanging out with him otherwise his immature habits could rub off onto you
