I don't think it's the first world who is causing a lot of population growth. We have access to birth control, condoms, plan B, abortions, etc., so I bet our birth rate is not too horribly large with the exception of weird people like the Duggar family. It is people in the third world who I imagine have tons of babies, starting from a young age, because they have little preventive measures.
So basically, educate people and provide them with contraception and they will tend to have lower birth rates. No need to go all crazy.
A deep and dark side of me wishes we could sterilize all of the fucking idiots out there and prevent them from breeding little stupid children. But that's just a wish that I hope never comes true.
