I've spent a great deal of time on various islands and I can't think of one where "I can do whatever I want and not get arrested". As a matter of fact, island communities are very small, like a small town, and it's unlikely you'd get away with anything there.
You'd be much better off living in a huge city hiding and hurting among the crowds.
You would not survive five seconds in one of those communities. You have absolutely nothing they want and they wouldn't hesitate to exterminate you on the spot.

I'm referring to the more off limit islands where pirates and drug lords are common.

Especially if you were a flying giraffe, they would slaughter you in an instant, and get your carcass on the grill! Grilled giraffe, yum, yum.
