Are you the op? Honestly I'd just lie to the animal control and say you saw them abusing the dog.
No I just had a similar experience before
But I've got to admit that doesn't sound like a way for them to actually take it seriously, and if people are heartless enough to treat a dog like that in the first place I'd have no worries making something like that up
