If two children fool around with each other, that's not illegal, kids experiment all the time, it's normal, it's certainly not illegal for people both under 18 to experiment and play, being curious, whether they're under 18 or over. Now, if one is over 18 and the is under, then YES, that's illegal and disgusting. I asked your age because someone that thinks as what you said is illegal makes me think you're very young and don't know much. You never backed up your statement on where you're getting this is illegal.
