I can not tell you how much I relate. I have the same issue. I love, love, LOVE to write, but I'm always idle when it's time to put it on paper. I don't know if I'm afraid that it won't come out the way I see it in my head or if I'm just too lazy. When I do start putting it on paper, however, I can not stop. That is, until writer's block rears it's ugly head (that's usually when I put it down and never come back to it). I definatly know what you mean. My idea, though, is to just stop putting it off and do it. Even I don't feel like doing it at the time, I have to just do it. Otherwise, I never will get it done. And what's great about having such wonderful ideas if you never get to share them?
