to answer your question yes. Contrary to popular myth incest is normal. There is an attempt to prove that it is not normal but if you look at the facts they don't add up. One example is that a brother and sister who do not know they are genetically related and find each other later in life are almost always attracted to each other.
Also incest occurs regularly in every species. There is nothing ethically or morally wrong with incest. Where it becomes unethical and immoral is when you put others at risk (ie a child).
And for the religious among you I will make an observation. Who did the children of adam and eve have sex with?
Absolutely! In a lot of history incest was very acceptable. In Egypt, Cleopatra was married to her brother. Way more than you know, sisters and brothers do it all the time. It will be normal and accepted sooner than you think. Gay marriage and even being gay was illegal a few years ago. Incest will be cool and respectable, along with being fun.
Actually it can be normal to be attracted to anyone, family or not, who you don't spend significant time with them before your fifth/sixth birthday. I read a study that says the people who, at puberty, we end up feeling disgusted by sexually due to their relation to us, are people that we see nearly every day before age five. This is why some people can never see their pre-school/kindergarten friends as anything but like "siblings", but some people can be attracted to their own father if said father wasn't in their life before age 5.
Because you usually spend tons of time with your siblings, you almost always see them as sexually gross. But if you had a sibling that was way older or younger than you, who you didn't see during those formative years, you might find them attractive. Same with cousins you don't see on a daily or weekly basis. XD
Usually older siblings won't be attracted to younger ones due to the natural protectiveness there, like what parents and grandparents have. But even twins separated at birth sometimes end up married. We're attracted to people like ourselves, so when we don't know those people are related, of course we go for them!
I'm not attracted to anyone in my immediate family, but some of my distant cousins, I can't deny, are pretty damn good looking to me. Though I'd never doing anything with them.

For what I saw the USA map its very especial. In some states is allowed and others its a crime. All kind of juridical situations are to be seen in the states.
One country, several ways to face a problem. In my opinion it should be only one law since everyone lives in the same country, speak the same language and have the same life style.
