Is it normal to be scared to touch my partner?

Im not turned off by men's parts, but when ever my boyfriend asks for a hand job, or blow job, I get overly nervous/scared, so much so that I refuse. When I was younger I thought it was normal being well...young. But now going onto 20 years of age Im worried I'll never be comfortable. I keep trying to tell myself to get over my shyness, and just do it. But I freeze up. Is it normal? What do I do?
