Perhaps you don't fit his type like you suggested, maybe he doesn't get a vibe from you, or maybe he was interested in someone else at the time, but unless he's the kind of guy that's too afraid of expressing his feelings and sexual interest to ask a girl out, then he's not interested. He notices you, but doesn't care. Move on.
