It sounds like a passive aggressive relationship that infrequently boils over.
The tea ritual is kinda odd though, the domestic politics of it are kind of intriguing.
I agree with the passive aggressive aspect, he sounds like he has a an immature response to messing up, instead of apologising he offers you a sort of olive branch...... tea (I take it your British? This is our way of dealing with everything, someone has died....'cuppa tea?') when he shouldn't just try n smooth things over he should apologise and take responsibility for his actions. Sit him down and tell him exactly how you feel. Don't back down to avoid conflict and deal with the actual issue in your relationship, if he doesn't want to listen or explain himself then tell him to sling his hook!
