There of course are many moral and legal issues with pursuing children, but to simply have those fantasies is completely normal.
Even having fantasies about people much younger, would no longer be typical, but as long as they aren't acted on I don't see any issue.
I also don't think that your age matters here.
But the issue arises once you get into acting on them, for one it is illegal. And also some would argue when you are that young, you are unable to make those decisions.
Is sleeping with a 37 year old really going to benefit the life of a 16 year old?
I'm not one to speculate, but I advise that you follow the law, for both of you.
As long as its in your head though, don't judge yourself, your thoughts and feelings you can't control anyways.
