Yes it is normal to be confused about feelings, but it sounds to me that your fwb is more than just that. We have an old saying "better the devil you know", so I would suggest you try to build something with your fwb and keep the other guy at a safe distance. Does he know where you live? Does he have pictures of you? If he is genuine, let him move on his own money, and set himself up but don't rush to the airport to greet him. Once he is setup and if you find there is not much going on with fwb, then maybe reach out to overseas man. The problem with such relationships is that you will only ever hear about the failed ones because the good ones are not newsworthy.
