You don't have to have sex to be a couple. That doesn't mean the couple doesn't WANT to have sex, but abstaining from premarital sex does not deem two people "not a couple".
I moreso applaud couples who refrain from sexual activity because it shows an entirely new level of strength and dedication to the relationship and actually taking their virginity and the physicality/emotionality of it seriously.
Sex, contrary to popular belief, is an incredibly intimate and special experience. Those who believe having sex is the only sign of a romantic relationship are the ones who are too young/immature to fully understand its purposes and consequences.
