I never had a real relationship until I was 19. All my friends had been in so many relationships and lost their virginity. Today I've realized that only about 2% of those relationships resulted in marriage and that all those relationships were a waste of time. Most of which lacked any real substance. Some of them I think regret losing their virginity when they did. I'm thankful that I never dated until I did and I feel like not having a relationship was actually the mature thing to do.
I also know people in their late 20s who have never really been in a relationship. It does happen. I don't think you should be worried about "running out of time though". The best relationships in your life will always be the ones that just happened. Not the ones you actively searched for.
