I had the same thing happen to my cat Oscar. The person didn't even pull over and try to let us know that they had hit our cat. Someone else who was driving by and saw him had to come to our door and let us know.
Of course, I would find it normal to try to avoid hitting an animal while driving at all costs. Sometimes things happen. I just hope the person who hit the cat in the first place realizes what they did, and at least feels sorry about it.
