It's called child endangerment. For a mother to let a stranger into her house when she is wearing just a towel and has a baby uptairs: child endangerment. You may be too young to understand. Wait till your mother hormones kick in when you have a baby.
But it isn't grounds for removing a child from their mother, at all. Mothers should be allowed to make some mistakes, because we're all human and imperfect. Someone should certainly tell her to be more careful, but no one should use this is a justification for separating the woman from her baby.
The casual way she did it showed that she had probably done it before. I work in the social work field and have seen parents subjegate their children to horrible crimes. This situation could have led to a horrible situation for the baby if my husband had been the wrong kind of person.
Maybe I was rash in saying the baby should be taken away now, but looking at the way she parents, I am sure the baby will eventually be taken away from her, and unfortunately it may be after a traumatic experience. Some people just should not have kids.

Of course, it is irresponsible.

That should only ever be a last resort.
