    You're not too loose.
    The problem can only be one of two things:
    He is so shy/embarrassed/nervous/uptight that he just can't relax and make it happen.
    He seriously does not find you sexually arousing. If this is the problem, ask him what turns him on. you could start by what his fantasy is (since that's probably what he's thinking about when getting a bj)

      He may lack sensitivity due to masturbation. It's not uncommon for men who jack off alot to experience this problem.
