It's the other way round. Graffiti attracts ghosts. So when the graffiti was drawn, the place was unhaunted. Then a ghost got lost in the area, noticed the graffiti and reported it to the Ghost Council. They then registered it as a designated haunted spot and members of the Ghost Army patrol it each night to keep the military presence up to Haunt Factor Five. Truth is, graffiti is like ghost-nip to spooks. If you don't believe me, notice how this post is even attracting ghosts from outer space!
P.S. If you, dear reader, are looking at this as an allegory of the ghettoisation of cities, or the military machinations engendered by a hawkish foreign policy, it is neither. I just saw ...Space_Ghost? in a post about haunted places and my mind said, "Hmm. I can do something with this". Sadly, in the end, it wasn't very good.
