It depends on the law that was broken. DUI is pretty serious stuff. An illegal immigrant committing DUI will undoubtedly get deported.
Yes, US Citizens break those laws too, but they have to face the consequences as well. Because Justin is not a citizen, this carries the additional consequence of getting his privilege to live in the US revoked.
