I am a woman and I enjoy staring at beautiful women, and occasionally men. I am always finding the beauty in people, so I even stare at people who do not have that more conventional beauty. I am an artist and many fellow artists feel the same. I honestly don't think it should be thought of as a crime to stare at something you find beautiful, even if it is a person, as long as you don't follow them around drooling or something. Be polite about it and maybe give a slight smile and say "Hello" if she crosses your path. I don't like for people to notice I'm staring at them so I do try to hide it.
I am also prone to get stares and it does make me uncomfortable, but it's also quite flattering. I just try to block it out and accept the compliment silently. I felt a man staring at me behind sunglasses the other day and while I couldn't bring myself to face him, I felt pleased and appreciated and gave him a few peering moments. It does help if the observer is attractive or at least has no distinctive "creepy" features (like being black!... just kidding, although the more you look like those you stare at the less creepy you'll seem).

Whatever a desi girl is, that's not exactly what I'm saying. It depends on the individual and what features they find threatening or creepy. For example, as a white girl I'm likely to be creeped out by a staring stranger who is big black and bulky with bulging veins and popping yellow-stained eyes. If he was a mid-size black guy with a round face, maybe not so much.
