I would say that this isn't normal. The average age for loosing your virginity in the US is somewhere around 19. And that's probably in large part because in high school, people'll "go out" for a week and then break up. For people who're in relationships, they probably do it a lot sooner.
HOWEVER, it's easy to look around and think "omg, everyone's doing it and has been doing it since they were 13, except me!", and I don't think that's the case either.
I never had sex or dated until I was 21. A good friend of mine dated a girl for about 9 months when he was 17 and they never did. A woman I dated who is now 31 didn't have sex until she was 22, and her ex-husband lost his virginity to her at the age of 23, and he had a girlfriend for *two years* before he met her. So yeah, what you're doing probably isn't *normal* compared to the average population. But as I point out, it's not extremely abnormal or unheard of either.

Not always the case though. There's a lot of people who wouldn't sleep with someone unless they'd been dating at least a few months. Why would you go out for a week just to have sex? Why would you go out at all? That's not a relationship, that's sex.
