Is it normal that ur bf humps you while makingout?

My boyfriend and I just started making out, we haven't had sex yet, and he randomly starts humpig me while I'm on top of him (or the other way around) . He then would stop makingout then just hump me as if we are having sex. But we both had our clothes still on!! IIN!?!
