It is, it usually happens with point-and-shoot cameras, because the flash is too close to the lens, or because the person's eyes are too light in color, so they pretty much reflect a red-ish tone, typical of the back part of the eye. It's sort of why your sight turns red when you point a light at your eyes while they're shut.
