No, it's a fact. You can tell if something is wrong by whether or not there are negative effects or consequences to it. There are no negative effects or consequences to a man sitting in a woman's lap, thus it is harmless and so it shouldn't be illegal. Tell me, what exactly is bad about it?
If he's heavy, then the girl can just tell him not to. That still doesn't state why sitting in someone's lap should be illegal, since a woman can be just as heavy.
Statistically speaking the trend points the other direction though. If you look at the preponderance of data, all the signs point towards the negative.
Again, the girl can just say no. You didn't answer that part of my argument. If a guy wants to sit on a girl's lap, and she doesn't mind because he's not too big, why would that be a bad thing?
Is it normal that some guys love sitting on women's laps?

What if he's heavy? We're talking about some serious pressure here.

Statistically speaking, the whole idea is bunk. Many peer-reviewed journal articles have confirmed this observation.
