I don't understand how someone could be late all the time. I mean, surely if you're always 45 minutes late you should start getting ready 45 minutes earlier? If you can't plan something that simple, I think it shows either a severe lack of respect to the person you plan to be meeting or a bona fide cognitive dysfunction.
