It could be a lot of things. 1. She might be deaf. 2. She could have mutism. 3. She might have experienced something traumatic or been abused. 4. She doesn't want to be bother. 5. She can't stand being around people. Etc. If its one and two, it seems to me her parents would have taken her to ENT or Neurologist, but they probably already have. Try writing on a piece of paper as a form of communication.
