It's normal. I currently have two cats and whilst one doesn't really mind having her tummy petted the other only tolerates it for so long before kicking and wiggling about with her claws out.
In general though cats purr for lots of reasons, some being to tell you they're happy, they're nervous or they even purr to comfort themselves if they are ill/hurt.
And generally most cats don't like their tummy area petted, although there are exceptions.
Is it normal that purring means "back off"?
