Could be a yeast infection, eczema or even just a shaving rash.
If it's persistent and causing you irritation (which it seems to be) the thing to do is talk to a doctor.
If it is a yeast infection, treatment usually involves applying a topical cream to the area of the rash, and possibly taking a course of pills alongside it.
