I think it's normal, but most parents don't allow it. My mum thought it was a pretty good idea when I was little because it saved on laundry and we lived so far into the bush that we didn't have neighbours for miles. Kids have no natural modesty.
Also, when kids are that young, they don't understand the concept that there are different clothes for different seasons. In winter, they wear boots and jackets outside, but when summer comes it's time to put that stuff away. Some kids freak out and don't want to stop wearing their boots and jackets during the warmer weather. They will act as if you are forcing them to do something horrible by trying to get them to wear sneakers instead of boots.
Children are new to the planet of humans and therefore they don't understand our rules.
