i'm 17 and uncircumsized. My foreskin won't retract. not even a little. the hole is too small and won't really stretch.
The reason could be a Phimosis, wich actually is that the foreskin cannot be fully retracted over the glans penis.
Just see a doctor, he'll be able to tell you more.

Sounds like you may need to consider a circumcision. Talk to the doctor.
If you have an STI your penis can become inflamed and the skin dry and irritated making it almost impossible to retract. Or you may need a voluntary circumcision. Either way a trip to the doctor is in order.
