Okay, maybe ignoring him is not a viable solution. Just be grateful he doesn't own a dog. Dogs in the hands of assholes are among the worst evils in society.
The truth is i think hes a modified version of a bully. He owns three little dogs ( poor things) and he yells them around the block. His wife and his dogs all have the same beaten, defeated, terrified faces.
