Sounds normal, this is happening a lot these days. The sad thing is is that there are far too many broken homes in the country and the last thing a child needs is to be kept away from a good family, no matter the father's circumstances. So long as all involved can be reasonable it shouldn't be a problem to begin with.
There has got o be a reason why the girl won't associate with your brother. At the same time, there is a fault on her part as she seems inflexible and unwilling to compromise. I feel bad for your niece.
