Is it normal that my manager is hitting on me?

I'm 19, Caucasian, work in retail. My new manager (around 29 and mixed race I think) who recently moved back to the branch where I work, has a thing for me I believe? Granted this isn't a serious job and we all joke around, but whenever I do a late shift, so does he and I find him staring at me, trying to slide the zip up to my skirt, grabbing me. I'm not gonna lie, I don't normally tend to go for black guys, European guys are my cup of tea, but I like the sexual tension and the attention he gives me, I swear when he realised I have a tongue piercing he bit his lip and moaned. Oh. He has a gf. Of like 11 years, with newly diagnosed lukeimia. That he's happy with so that's why I ask if it's normal or not.
