All the other comments should be enough, but NO, it is NOT normal.
Clearly your husband doesn't understand that the teenagers are only with him cause he can supply them with booze (being past the legal age and all)
Either drop him and run, or - if you want to salvage this situation - talk to him about it, explain that there's probably an ulterior motive as to why the kids are hanging out with him (so they can get piss-wasted), and maybe then introduce him to a couple of people his age :)
