Mmm, I've had that happen as a teenager with my girlfriend at the time. We were both drunk & it was just never going to happen.
Nothing she was doing wrong.
On the contrary she was trying hard & for a long time...
I actually felt fucking terrible about it!
& as with your girlfriend she took it to heart when she realised things weren't going to end like she expected.
Luckily she didn't take it quite as personally as your girl so I was able to make it up to her & "let" her make it up to me the next day.
You just need to reassure her that it's nothing she's doing wrong, it happens. Shit, if I'm stressed or something sometimes I can't even make it happen myself & I've got A LOT of practice!
I must admit I'd feel a bit deflated if I couldn't get a girl off so I'd say it is normal.
