Completely normal for non native speakers of a language to develop an accent that is different to the one associated with their current home. Their accent will be formed whilst they learn to speak the language, so will be very dependent on what sources they are using. That's why you hear lots of American sounding English speakers who have never set foot in America - their tutor was probably an American.
