Is it normal that my father used to grab my crotch when i was young?

My father is very nice and responsible to his family, but there's something that is quiet disturbing me as I grow up. When i was a little girl, my father used to hug me in bed and tickled me. He also used to kiss my neck, touch my other body parts (that i find pretty sensitive when I grow up),slip his hand between my underpants and grab my crotch. He did this very often. Even as a kid I felt uncomfortable,but i wasnt sure if it was normal or not, even until now
