If he thinks you're harassing him, then it's best to stay away and move on to someone else.
If the dude really cares about you there would be no harassment charge. That's ridiculous that he can't deal with you without outside help. You probably should stand back for a while until he matures a bit. Then talk to him again later
If you're harassing him then it's normal for him to want to have you charged for harassment. Are you stalking him as well? You should probably just leave him alone entirely.
I know you're hurt, and grieving the loss of your first relationship, but if he doesn't want to be with you then you have to let him go. You're only hurting yourself, by hanging on so tightly, especially if you happen to be actively harassing or stalking him.
