Is it normal that my dog's fur grows thick around his behind?

I have no clue why my dog's front half is soft and fluffy while his back half is thick and tangled. His face fur is the same way. It's looks like he has a puffed up butt and face.
He's a poodle puppy who got neutered a few weeks ago.
