First off, I have a huge problem with you calling him "defective". A "mental handicap doesn't mean that you're "defective", it's just a difference in function and how one perceives the world around them and correlation to that. You seem to have a negative view on this. It's understandable to be angry, but don't take it out on his kid. At least, he's not ashamed of his son and keeps him in the dark.
On the other hand, I don't think young children in general should be allowed in a construction site. It's a fairly dangerous environment. He should have looked after his son more carefully, but I fail to see how he managed to destroy "four days of hard work". His father should be held responsible for not properly looking after his son.
You should learn to be less heartless and more understanding. People with neurological conditions can have a "normal" life. There are many successful people with conditions like Aspergers, which is on the Autism Spectrum, and so on. How would like it if you had a kid and some person called him "defective"?! Would you still love him or would you disown him for being different?! Maybe, you're the one who is "mentally defective" and not the other way around! Next time, think before you speak! Place yourself in someone else's shoes for a change!
