Is it normal that my cheeks are still chubby?

Im a skinny 26 year old male who loves to run but i have these chubby cheeks that jiggle a lot when i run...I run with a friend of mine and she thinks its so cute that my cheeks are so chubby and she loves to pinch them...is this normal?...can i make my cheeks less chubby?
