Is it normal that my brother whom is 13 have sex with his girlfriend?

I am just wondering if it is right or wrong....He had his first kiss recently with his gf.....He asks me this question if he could have sex with her without a condom...

    without a condom=>automatic maybe.

    i suppose illnesses will not be much of an issue at this age, but if she isn't on the pill, he better use a condom. There's only very few "save" days, and around that age, it's often a irregular cyclus. Better save than sorry.

    But if she's on the pill, hell yeah!
