Depending on what angle you are looking at this from determines whether it is "normal" or not. It is normal for your 19 year old brother to be attracted to 15 year old girls. Most would never admit this but pretty much every guy is like that at that age, i'm 30 now and when i was 19 I dug 15-16 year old girls. Having said that, it isn't normal for him to actually be chasing after her. You should tell him to knock that shit out and go for girls that are closer to his own age.
