The point is that she is only a 15 year old girl, a minor, and he is over the age of 18, he's 19. In the bigger picture, four years isn't that big of a deal, but when you are THAT young, you still have a lot of growing up to do and the time between 15 and 19 is a long time to grow up and become an adult, where as he already is one. I'm not judging anyone, I'm just trying to point out why it's different with a 15 and a 19 year old as compared to a 24 and 28 year old, for example. The acceptable age gap is not really applicable when you are talking about young girls and men over the age of 18. That's just how the law works.
Would it depend on what country they are in? I take you're referring to the legal age in britain. I think it's 16? So, in britain would this be considered much of a big deal, especially since she is one year away from being 16?
Is it normal that my brother is 19 and going after a 15 year old?

You realize that most successful marriages are with couples that the man is five years older or more than the female?

It depends. If the person isn't breaking any laws, then I don't see a problem with it. I've seen many people in such relationships.
