Is it normal that my brother can just make me want to rip my skin off

So here's the situation. I'm the youngest in thw household by three years. My brother, lets say his name is Vincent, has this way of doing things... little things that bother the hell out of me. when either of my parents and I fight, he'll walk right up in the middle of it, look into my parents eyes with a slimy fake innocence, and say "I love you". i know it sounds stupid , which it is, but after so many years of him doing this to me, it's wrecked my nerves. Not only does it make him look like the good child ( during fights) but it also makes my parents think shit of me. i work so hard, and that little shit is screwing that up. I just need to know, after so many years of him doing this (quite intentionally) is it normal that im always on edge? It feels like any little word makes me want tohit something. I'd appreciate some positive advice here.
