It's probably not a conscious thing, kind of like how sometimes I catch myself picking food out of my teeth with my fingernails.
I would recommend that if you are so disgusted, you should put a box of tissues on his side of the bed and a wastebasket and ask him to rub his boogies on the tissues and put them into the wastebasket and get him some dandruff shampoo, like Selson Blue for Dry Scalp, it helped my husband out a lot.
You'll never keep him from doing gross things but the least he can do is have some courtesy about it.
